Working Paper # 27 – Exploring Barriers to Sound Environmental Practices (October 1994)

Since the 1960s, knowledge of the environment and of ecology has increased rapidly, providing evidence of the need for change supportive of environmentally sound practices. This gives rise to the question: "Why has it taken so long to apply economic instruments or to remove fiscal barriers"? The reason may be that the barriers in the tax system, for example, are just the tip of the iceberg, and that other barriers run deeper in the structure of organizations, human beliefs and value systems, and in basic assumptions about knowledge. This paper will focus on some of those underlying barriers.
