GREEN PROCUREMENT – Reporting on Section 7 of the Policy on Green Procurement

Targets / Strategies / Comments

1. Approach:  The NRT’s approach to implementing green procurement is to target and use PWGSC procurement instruments, training of key personnel and the inclusion of green procurement objectives in employee performance evaluations of procurement decision makers.  The Corporate Secretary/Director of Operations has been mandated to address all aspects of the Policy on Green Procurement.  The Corporate Secretary/Director of Operations is supported by the NRT’s employee driven Green Team when necessary. 
   
   


2. Management Processes and Controls:  The NRT uses PWGSC procurement instruments as its primary procurement mechanism and leverages the environmental considerations incorporated into these standing officers by PWGSC.   Furthermore, the NRT has an Environmental Code of Practice (Code) that is taken into consideration during the procurement process.  The Code was reviewed and updated in 2011-12.  As internal controls and processes are updated they are cross-referenced with the Code.  Since 2010-11, all requests for proposals and contracts make reference to NRT’s commitment to environmental considerations, and in 2011-12 the NRT included environmental considerations as mandatory criteria in competitive service contracts for some commodities.
   
   


3. Setting Targets:  In addition to commitments identified in ii., iv., and v., the NRT continues its commitment to purchase 100% post-consumer content  photocopy paper 100% percent of the time (this exceeds the recommended 30% post-consumer content), and to only purchase remanufactured toner cartridges from suppliers with recycling programs for used cartridges.  The NRTEE commits to ensuring that 90% of IT equipment purchased is energy efficient; that 80% of office equipment purchased is energy efficient; and that 75% of office supplies (excluding copy paper) acquired are environmentally preferred.  The dollar value of green purchases relative to the total dollar purchase of all purchases for above mentioned commodities in a given year will be used as the performance measurement.
   
   


4. Training: The NRT requires that all procurement and material management staff and acquisition cardholders take CSPS Course C215.  The NRT will ensure that within 6 months of the appointment of any new procurement staff or acquisition cardholders that they register and complete course C215.
   
   


5. Performance Evaluations:  As with previous years, the performance agreements and subsequent evaluations for staff directly involved in the procurement process will include at least one environmental consideration.
   
   
6. Meeting Targets:  The NRT will report against these targets in the Departmental Performance Report.
