Working Paper # 5 Environmental Regulations and the Pulp and Paper Industry: Examination of the Porter Strategy (November 1992)Michael Porter in his report "Canada at the Crossroads" argued that lax regulatory regimes can cushion an industry and significantly hinder its longer term competitive position. Porter, in fact, singled out the Canadian pulp and paper industry in this regard. This current paper scrutinizes the strategy of applying increasingly stringent environmental regulations to enhance competitiveness and applies its findings to the realities of the pulp and paper industry in Canada.
