Working Paper # 19 – Canada’s Agricultural and Trade Policies: Implications for Rural Renewal and Biodiversity (July 1993)

In September 1992, the NRTEE hosted a workshop on the interaction of the several forces that impinge on rural life in Canada, encompassing such diverse topics as rural development, biodiversity, agricultural support, environmental impacts and international trade. This paper makes the case for the redirection of a portion of Canada's agricultural support programs into areas that are not countervailable yet improve the rural condition and the "conservation of rural life". It is recommended that this portion of Canada's agricultural subsidies be directed toward providing income to private landowners to assist them with the delivery of ecological services to society.
